Industry calls for true Digital Single Market in recommendations on European Cloud Strategy.
Industry leaders are asking the European Commission to provide for a coherent legal framework for Cloud Computing services, to help EU businesses participate in a global market forecast to reach 70 billion euros annually in 2015. The request forms part of 10 recommendations from industry regarding the future European Cloud Computing Strategy to be presented in 2012. Vice President Neelie Kroes said: “I went to the World Economic Forum in Davos in 2011 with a vision for a ‘cloud-active’ Europe. EU Telecoms Council decision on radio spectrum opens the way for growth in the sector. The Telecoms ministers agreed on a Radio Spectrum Policy Programme (RSPP). Commission consults on review of current regime for technology transfer agreements. The European Commission invites comments on the application of EU antitrust rules for the assessment of technology transfer agreements, i.e. patent, know-how and software licensing. The current regime consists of a block exemption regulation (“TTBER”), that creates a safe harbour for certain non problematic agreements, and guidelines on the application of the TTBER as well as on the assessment of agreements that fall outside the TTBER. The regime has the aim to strengthen the incentives for research and innovation, facilitate the diffusion of intellectual property and stimulate competition. In 2011, almost half of all enterprises in the 27 EU Member States accessed the internet via mobile broadband. Enterprises use the internet for a variety of purposes: to present information on a website, to offer online shopping facilities to customers and to interact with public authorities. In the 27 EU Member States, 95% of enterprises had access to the internet in January 2011. The share of enterprises having a fixed broadband connection to access the internet grew slightly from 84% in 2010 to 87% in 2011. The numerous political initiatives and the increasing financial involvement of firms attest of the growing attention to e-Accessibility. It was still, a few years ago, a question limited to specialists. Today, however, it is a regular preoccupation in the ICT sector. But this achievement must be nuanced. EUA and LERU’s first reaction to Horizon 2020 proposals.
European Universities Association (EUA) and League of European Research Universities (LERU) has published their first reactions on the EC proposal for a new framework programme Horizon 2020. Both of them welcome the increase of the overall budge, strengthening of activities under ERC and Marie Curie, a reimbursement of a 100% of direct costs and VAT as eligible cost. But they are critical to reimbursement of indirect costs at 20%, and that full costing will not be possible anymore. http://www.czelo.cz/detail/?news=3043

LIFE Programme 2014-2020. The European Commission proposed to allocate 3.2 billion € over 2014-2020 to a new Programme for the Environment and Climate Action – LIFE. Il nuovo programma LIFE: l’Unione europea aumenta in modo significativo i finanziamenti per l’ambiente e il clima.
Nel periodo 2014-2020 la Commissione propone di destinare 3,2 miliardi di euro a un nuovo programma di azione in materia di ambiente e di clima – LIFE. Il nuovo programma si fonderà sull’esperienza positiva del programma LIFE+ ma sarà riformato in modo da essere più incisivo, semplice e flessibile e avere una dotazione di bilancio significativamente superiore. Il Commissario responsabile per l’ambiente, Janez Poto?nik, ha dichiarato: “Il programma LIFE è fondamentale per l’elaborazione di una migliore politica ambientale e garantisce un sostegno a tutte le persone e organizzazioni che operano per fare sì che la legislazione si traduca in un miglioramento della situazione ambientale in Europa. Le modifiche apportate sono intese ad aumentare l’impatto del programma e ad attirare risorse in modo integrato da altre fonti di finanziamento”. http://first.aster.it/news/show_news.php?ID=25447
